Executive Chairman of Imo State Internal Revenue Service (IIRS), Mr. Justice Okoye, FCA and Gov. Hope Uzodimma
Ever since his appointment as the substantive Executive Chairman of Imo State Internal revenue Service (IIRS), by the governor, His Excellency, Distinguished Senator Hope Uzodimma, finance icon and tax mogul, Mr. Justice R. Okoye, FCA, has changed every narrative in terms of revenue generation in the state to unprecedented positivity.
Okoye’s policy directions at IIRS followed strictly, Governor Uzodimma’s digital transformation of governance to enhance transparency, accountability, efficiency, and sustainable economic development.
In a recent self-assessment, he said “We are proud to be implementing this vision through innovative technology-driven reforms that continue to deliver measurable results.
“A shining example of this transformation is the E-Ticketing Platform deployed for commercial road transport operators across Imo State. This digital solution has revolutionized revenue collection within the Ministry of Transport by eliminating leakages, improving compliance, enhancing transparency, and ensuring that every legitimate revenue due to the State is captured in real time.
The results speak for themselves:
2020: ₦132,452,975.81
2021: ₦188,364,890.78 (an increase of over 42%)
2022: ₦243,815,158.02 (a further growth of about 29%)
2023: ₦175,221,001.00
2024: ₦116,169,835.01
2025: ₦425,088,534.86 (a remarkable recovery and growth of over 265% compared to 2024)
2026 (January–June): ₦451,082,160.00
Explaining further to Business Hilights.ng, IIRS Chairman made it clear that “What is even more remarkable is that within the first six months of 2026, the Ministry of Transport has already generated more revenue than was realized in the entire twelve months of any previous year, surpassing the total collections of 2025 by over ₦25.99 million. This achievement clearly demonstrates the effectiveness of our digital revenue administration strategy and the enormous potential of technology in strengthening internally generated revenue.
“The cumulative revenue generated from the Ministry of Transport between 2020 and June 2026 now stands at an impressive ₦1,732,194,555.48, a milestone that reflects the commitment of the administration of Governor Hope Uzodimma to institutional reforms and innovation.
“This success is a clear validation that digitalization is the future of public finance management. The E-Ticketing Platform has not only simplified payment processes for commercial road users but has also equipped government with real-time data for planning, monitoring, and informed decision-making while significantly improving taxpayer confidence.
“As Executive Chairman of the Imo State Internal Revenue Service, I remain committed to deepening the digitalization of tax administration across all sectors of the State’s economy.
