The Imo State Internal Revenue Service (IIRS), held an intensive practical training for newly recruited One Community One Revenue Agent, OCORA, at its headquarters in Owerri on Saturday, 6th June 2026.
Representing the Executive Chairman, Justice R. Okoye, Mr. Ugo restated the objective of the initiative. He noted that OCORA is designed to expand the tax base by integrating informal sector businesses without tax records into the formal tax system.
He outlined the three categories of agents under the scheme: Super Agents, Sub Agents, and Stand-Alone Agents, and clarified their specific roles and responsibilities. Mr. Ugo emphasized that each OCORA agent must operate within their own community to leverage existing trust and ensure seamless collection.
During the session, he stressed the application of fairness and equity, a core principle of taxation, in assessing and categorizing taxpayers. He also highlighted the key qualities of an effective OCORA agent and urged participants to discharge their duties with utmost professionalism. While acknowledging that challenges may arise as the innovation is new, he assured them that problem-resolution mechanisms have been established for smooth operations.
Mr. Emmanuel, Head of ICT, IIRS, trained the agents on the technological component of the scheme. He demonstrated how to create and manage personal wallet accounts to enable efficient, transparent transactions.
Mr. Chimezie Agbakwuru, Head of Debt Management and Enforcement, took the agents through professional enforcement procedures and advised them to remain civil, lawful, and respectful in all interactions with taxpayers.
All OCORA agents present were formally onboarded at the conclusion of the training.
