The Imo State Internal Revenue Service (IIRS), on Wednesday, launched the “Monitoring & Evaluation Protocol Department” of the Service.
Speaking during the launch, the Executive Chairman of the agency, Mr. Justice R. Okoye (FCA), noted that “The Department is coming as a strategic initiative aimed at strengthening accountability, transparency, productivity, and performance across our Service.”
He added that “As we continue to reposition IIRS into a modern, world-class revenue institution, it has become imperative that we establish a robust system for monitoring, evaluating and measuring our operations to ensure that every effort translates into measurable results and greater value for the people of Imo State.

During the engagement, the Executive Chairman introduced the SMART Framework—Specific, Measurable, Achievable, Relevant, and Time-bound—as the standard for planning, monitoring, and evaluating activities across every department and unit of the Service.
He further charged every member of staff to embrace the new protocol as a shared commitment to excellence, integrity, and continuous improvement. Accountability is not merely a principle; it is the foundation of sustainable institutional growth. Transparency builds public trust, while productivity ensures that we consistently deliver on our mandate.
Okoye made it clear that “This initiative reflects our unwavering resolve to build a data-driven, technology-enabled, and performance-oriented revenue administration that serves the people of Imo State with professionalism, innovation, and excellence.
“Together, we will continue to raise the bar, strengthen our institution, and deliver a revenue service that inspires confidence and contributes meaningfully to the growth and development of our dear State.
Staff and management officials of IIRS at the launch expressed excitements on the new department and pledged high level service delivery and success of the department in the collective target of overall improvement of the Service in Imo State.
